Constitution
1.1 Management
1.1.1 PMNL netball shall be played under the rules of
the All England Netball
Association. With the inclusion of
a rule for mixed sex netball.
1.1.2 The PMNL shall be organised and administered by a
committee (League Management Committee - LMC) consisting
of the appropriate appointed officers and one voting
representative per team. The officers shall be elected at
the relevant League AGM.
1.1.3 Where it is not possible to convene a meeting of
the full LMC for a particular decision to be made, an
Emergency Committee consisting of the Chairperson,
Secretary and Treasurer shall decide. Their findings shall
then be put to the full committee for rarification.
1.2 AGM/Committee Meetings
1.2.1 An AGM shall be held once per year, 28 days
notice of the AGM will be given.
1.2.2 One representative from each club must be at the
AGM to enter their respective leagues for the following
PMNL season.
1.2.3 All general meetings other than AGM's shall be
Extraordinary General Meetings (EGM). The LMC may,
whenever they think fit, convene an EGM.
1.2.4 There shall be no less than 2 committee meetings
per year.
1.2.5 All clubs must appoint a league representative
for each team participating in the league. Each team may
then send one voting representative to a league meeting.
Consult league rules for any penalties for
non-attendance.
1.2.6 The quorum for a league meeting shall be one
third of all teams.
1.2.7 A league EGM may be convened by any league
secretary at any time by order of the committee or upon
receiving a written request by at least two teams from
different clubs. Such a meeting shall be convened within
28 days of receiving such a request.
2 STRUCTURE OF THE LEAGUE
2.1 Management
2.1.1 The construction of the leagues shall be decided
by the appropriate committees at the start of each season.
League tables shall be drawn up at the end of the season
which will determine the promotion and relegation of the
teams involved.
2.1.2 The position of a new team may be assessed at the
discretion of the relevant LMC utilising a play of if
deemed necessary.
2.1.3 A new team shall be defined as a team with less
than five original members of a previous team or at the
discretion of the LMC if deemed appropriate.
2.1.4 Fixture tables shall be drawn up by the LMC.
3 RULES
3.1 All matches will be played in accordance with the
current rules of AENA with the exceptions arising from
this being a mixed sex league.
3.2 Men may play in the PMNL they may play in the
position of Goal Keeper, Goal Shooter or Centre. This
ensures that a team may have a maximum of 3 men on court
at a time.
3.3 A player may represent one club at a time. A player
may move only once during a season. The player may not
then return to the original club in that season.
3.4 All team players must be registered to a team at
the start of the season, a maximum of 12 players may be
registered. During the season players may be registered
and de-registered by placing "Register" or
"De-register" against the players name on the
score card. Players that have been de-registered my not
register to the same team within the season.
3.5 A player may play as a guest player once in a
season. If they wish to play again for the same team or a
different team they must register to that team. A guest
player must be shown on the score card with "GP"
marked next to their name. Only 2 guest players may be
used in a team at any one time.
3.6 All games must start within 5 minutes of the agreed
start time.
3.7 Games will be 4 x 12 minutes in duration. Time
allowed between quarters is 2 minutes. Injury time of 2
minutes will be allowed to deal with injuries, due to
central timing no time will be added to the quarter.
3.8 All teams are expected to provide a regulation ball
and set of bibs.
3.9 Clubs must pay the specified entry fee to the
appropriate league Treasurer by the date laid down by the
league. Failure to do so may league to exclusion from the
league.
3.10 Clubs must pay the specified retention fee to the
appropriate league Treasurer by the date laid down by the
league. The retention fee will be used to pay any
cancellation fees. At the end of the season the balance of
the retention fee will be returned to teams. Any team
using the retention fee to pay for a cancelled game will
need to replace the money with the league Treasurer.
3.11 No player may participate in a league game of
netball whilst she is pregnant.
4 LEAGUE POSITIONS
4.1 League positions shall be determined by the
awarding of points as stated ; 6 points for a win 4 points
for a draw 3 points if within 5 goals of the opponents
score 2 points if within 50% or more of opponents score 1
point for less than 50%of opponents score
4.2 Any team conceding a match shall be deducted 2
points.
4.3 Any team unable to field an official team may
arrange to play a friendly match with their opponents in
which case the 2 points will not be deducted. The result
will stand as a win to the opponents and a score of 30 -
0.
5 SAFETY
5.1 All players are responsible for ensuring the safety
of themselves and other players therefore they must ensure
that nails are short and rounded. No sharp hair
accessories. No jewellery except a flat plain wedding band
may be worn. Ear and nose studs may remain if taped for
protection. Belly piercing if visible must also be taped.
Watches must be removed. Shoelaces must be firmly
secured.
5.2 Any player with a medical condition outside the
regulation playing uniform must lodge a GP's letter with
the committee before wearing (i.e. gloves)
5.3 Dangerous play will not be tolerated. Players may
be warned/sin binned at the discretion of the umpire if
they consider that a players behaviour poses a threat to
other players safety.
6 UMPIRES
6.1 Umpires must be to a standard agreed by the league
umpiring secretary. They need not have an AENA
qualification but they must have proved to the secretary
that they are able to control a netball game.
6.2 Umpires are expected to conform to a standard of
physical fitness which allows them to keep pace with the
speed and variability of the game. It is strongly
recommended that pregnant umpires do not officiate beyond
the 20th week of pregnancy.
6.3 Umpires are expected to behave in a professional
manner towards the netball players. They are required to
maintain control of the netball match
6.4 Any questions regarding the umpiring of a match may
be addressed to the umpires at quarter time. This may
include verification of a rule etc.
6.5 Any complaints regard the umpiring of a match
should be made in writing to the league secretary. The
umpire will then submit a report regarding the match in
question. The complaint will be reviewed by the committee
and any required action implemented.
7 MISCONDUCT
7.1 Any complaints regard a team's/player's behaviour
during or after a match should be made in writing to the
league secretary including any relevant evidence. The
team/player in question will then be requested to submit a
report regarding the incident in question. The committee
will then review the complaint with no bias. If misconduct
is found to have occurred, a team may have 2 points
deducted or, in exceptional circumstances, the team/player
may be suspended or expelled from the league. The affected
player/team will have the right of appeal to the PMNL,
whose final decision shall be binding.
7.2 Any misconduct by a player during a netball match,
may be regulated by the umpires officiating. They may
issue a warning to the player/team and if the misconduct
continues a player may be sin binned for up to 10 minutes,
this results in the player being removed from the game and
the player may not be substituted. The players may move
positions but must continue the game a player short. In
extreme circumstances including physical violence on court
a player may be excluded immediately. The affected
player/team will have the right of appeal to the PMNL,
whose final decision shall be binding.
8 CANCELLATION PROCEDURE
8.1 Games may be cancelled by telephoning the nominated
contact. Please ensure that you talk to the person, do NOT
leave a message only as this may not be sufficient. If no
contact can be made then use the secondary nominated
contact. If this is still unsuccessful contact any
committee member. DO NOT contact the centre direct.
8.2 Games will only be re-arranged under extenuating
circumstances, the request will be made in writing to the
committee and hand delivered to a committee member no less
than 1 week prior to the fixture. The committee will
consider each request under it's specific
circumstances.
8.3 Games cancelled before the Thursday prior to the
fixture WILL NOT incur the cancellation court fee. If the
game is the 1st or last on the evening the umpire
cancellation fee will not be incurred. If fixtures can be
adjusted such that the umpires are arrive or leave early
the umpire cancellation fee will not be incurred.
8.4 Games cancelled after the Thursday prior to the
fixture WILL incur the cancellation court fee. If the game
is the 1st or last on the evening the umpire cancellation
fee will not be incurred. If fixtures can be adjusted such
that the umpires are arrive or leave early the umpire
cancellation fee will not be incurred.
8.5 A match may only be abandoned by the mutual
agreement of both teams. The score at the time of
abandonment will stand.
